Construction Plans Review Submittals

The Plans Review Process is the permitting procedure for building and site construction projects within Athens-Clarke County. Commercial projects, multi-family developments, industrial projects, major subdivisions, and institutional projects are reviewed through Plans Review.

Site and Building Plans Review submittal items are currently only accepted through ACC's Community Portal. Please view the Portal Information section of this webpage for portal tutorial information and currently accepted applications.

The following types of building construction warrant a Construction Plans Review submittal:

  • New construction of buildings to be occupied and building additions
  • Shell construction
  • Interior renovation and shell buildout involving 3 or more trades/departments
  • Change of use 
  • Any commercial, industrial or multi-family site work

Plans Review Meeting Schedule & Submittal Deadlines

Building Plans
Weekly deadlines at 12:00 noon each Friday to the Planning Department via the ACC Community Portal. Applicants are scheduled for a Plans Review Meeting on the Thursday 13 days after the initial submittal deadline.       

Site Plans
Bi-weekly deadlines at 12:00 noon every other Friday to the Planning Department via the ACC Community Portal. Applicants are scheduled for a Plans Review Meeting on the Thursday 20 days after the initial submittal deadline.

Plans Review Fees

Construction Plans Review fees are automatically generated as applications are filled out in ACC's Community Portal based on information entered during submittal. Applicants may use the Plans Review Fee Calculator to calculate review fees for your project for reference if needed. If you have questions about which fees are applicable, please contact the Planning Department (706-613-3515).

At the time of submittal, fees may be paid via ACC's Community Portal, by credit card over the phone (706-613-3520) or in person by check payable to Athens-Clarke County at the Building Inspections Department. This includes the base Plans Review Submittal Fee, Public Utilities review fees, Transportation and Public Works review fees, Fire Marshal review fees, and Building Inspection review fees.

If you have not created an account on ACC's Community Portal, please register for an account. Applicants are able to submit applications, pay fees, view comments, and submit revisions once a portal account has been created. Beginning January 1, 2025, Plans Review submittals, including revisions, will only be accepted through the portal.

Plans Review Revisions 

If you have been asked to provide further information on your plan by any Athens-Clarke County Department or if you have been asked to change something in your plan to make it code complaint, you will need to submit a Revision.

Resubmittal requirements: 

  1. A Narrative (a list of the changes you have made)
    • There is not set format for a Narrative but please feel free to utilize the narrative template linked below.
    • Please make sure that all changes made are addressed in the narrative and/or shown on the updated submitted plans.
    • Describe how and on what sheet each review comment was addressed.
  2. Full plan set with revised sheets incorporated in (no larger than 50MB). 
  3. Revised sheets submitted separately (no larger than 50MB).
