TPW - Land Development Permitting Resource Documents
Overview
Obtaining required permits:
- In order to schedule a pre-construction meeting and receive an LDA permit: You must have plans completely approved through the plans review process, received Approved and Stamped set of plans, and have submitted all required documents
- Permits not requiring an LDA permit but do require other TPW permits should submit documents to TPWsubmissions@accgov.com to receive permits or additional requirements.
- During Pre-Construction meeting TPW inspector will be assigned to the project, polices and procedures will be discussed, applicant will sign all required documents and agreements in order for permit to be issued.
- The provided Pre-Construction Meeting document is a general example to guide an applicant to understanding the contents of a pre-construction meeting and may be subject to changes based on scope and requirements of a specific project.
- Changes to approved plans are not permitted prior to permits being issued per ACC policy.
- Any changes to approved plans must send 4 full paper sets of stamped and approved CTA plans from Planning department to TPW within 3 days of approval. If not received within 3 days, project maybe subject to stop work order.
- Before TPW can issue any permits showing work within GDOT ROW, proof of GODT approval is required. Email proof of approval to TPWsubmissions@accgov.com.
Important notes:
- All single family residential permits are covered for ES&PC requirements by the Building and Code Enforcement Department regardless of size, location, or scope. Driveway access requiring stream crossings are exempt from GA EPD stream buffer variances but may require local review through Zoning and Building permitting processes. Driveway permits are required from Transportation and Public Works are required for all new or repair construction of driveways. ROW permits may also be required for any required ROW improvements such as utility installation and sidewalks as part of single family home construction.
- Land disturbance projects of an acre or more require permitting through Transportation and Public Works. This would include and grading or grubbing after timber harvesting. These projects typically require at a minimum a 3 phase ES&PC plan, issuance of an NOI from GA EPD, and a Land Disturbance Permit (as part of a multi-permit application) from Transportation and Public Works.
- Land disturbance projects within 200 ft of state waters that are not associated with a single family residential construction project require permitting through Transportation and Public Works. These project typically require at a minimum a single phase ES&PC permit and a Simple Land Disturbance Permit (as par of a multi-permit application) from Transportation and Public Works.
- All projects requiring Stormwater Management BMP construction (anytime more than 5000 sq. ft. of impervious is added and/or replaced) require permitting from Transportation and Public Works. This includes some single family residential construction on lots created from subdivisions of land occurring after June 2014.
- All projects involving more than an acre of disturbed land require Pre-Construction meetings prior to issuance of any permit. Other projects outside that scope may still require Pre-Construction meetings for permits to be issued. When applying for permits Transportation and Public Works staff will notify applicants if a Pre-Construction meeting is required.
