In ACC, Construction Plans Review allows staff to help guide an applicant along the review process prior to issuing permits. Construction Plans Review allows for each ACC Department to review the proposed work simultaneously in order to receive approval for all necessary permits at once. Plans Review is administered by the Planning and Zoning Department.
Construction Plans Review is required when:
There is a “change of use” from a Zoning or Occupancy stance. This meaning if the previous use of a pre-existing building or unit is categorized differently than the new incoming one.
Per ACC Code of Ordinances, each use has different requirements for all departments within the municipality so in order to receive a Certificate of Occupancy to legally occupy a space all departmental code requirements must be met.
Three or more trades/departments have to permit or approve the changes being made to a building or site.
Submittal Types
Site and building plans can be submitted together for one combined review or submitted as individual site and building submittals if preferred by the applicant. If submitted separately site approval is required prior to building approval.
Preliminary Plats are required for any major subdivision request (creation of 4 or more lots or construction of a public road). A separate site review submittal is required after preliminary plat has been approved and signed by Planning Director. Public meeting is required during review of preliminary plat and prior to approval.
Engineering only Plans Review submittals are administered by the Transportation and Public Works Department and are for projects that only involve utilities and work involved in the Right-of-Way (ROW).
All building and site Plans Review submittals can be made via ACC’s Online Community Portal. Paper submittals for Plans Review, Revisions or Changes-to-Approved submittals are not accepted.
Construction Plans Review Resources
Within the resource documents section each department has a specific detailed overview of their involvement/requirements for that step of the development services process. Some departments may not have requirements for each phase of a project. If a section is blank or has no resources documents, it can be assumed, with our current code, nothing is required from that department.
