Service Delivery Plan

Athens-Clarke County residents, businesses, and the environment depend on the water and sewer services provided by the Athens-Clarke County Unified Government (ACCGov) Public Utilities Department (PUD). Every five years, the PUD updates and adds to the Service Delivery Plan, which evaluates the water and sewer needs over 20 years. The Service Delivery Plan combines a system master plan and strategic plan and integrates them into a sophisticated financial model. Originally adopted in 1995, the Service Delivery Plan is updated every five years and consists of three main elements: infrastructure, capital improvements, and financial. 

2025 Service Delivery Plan

The following specific projects have been identified to meet community needs for water and wastewater services. These projects have been categorized, evaluated, and prioritized based on the goals, values, and objectives approved by the Mayor & Commission. The six priority categories are outlined below. 

Priority 1: Public Health Regulatory Requirement Projects
Regulatory requirement projects must comply with current or proposed regulations coupled with the known or anticipated time frame required for implementation. These include environmental regulations issued by federal, state, or local authorities.
Three projects totaling $37.4 million.

Priority 2: Public Health Initiatives
These public health projects are determined by the Mayor & Commission as needs or concerns arise in Athens-Clarke County. 
One project totaling $6.9 million. 

2-301 Alternative Sewer Solutions

Priority 3: Rehabilitation and Replacement Projects
Rehabilitation and replacement projects are necessary to maintain current water and wastewater systems consistent with existing permits. These projects include replacement or rehabilitation of system components due to age or condition that may jeopardize system operations. This also includes projects that are necessary to ensure reliable service to existing water and wastewater customers served by PUD.
Thirty-five projects totaling $451.5 million.

System expansion projects add capacity in existing service areas in order to provide service for new customers.
Two projects totaling $25.3 million.

System extension projects provide capacity in areas where service does not currently exist and are specifically oriented to providing service to new customers.
