Strategic Plan to Reduce and Prevent Homelessness

Athens-Clarke County is working with the Cloudburst Group, a consultant, in conjunction with the ARPA Homelessness Advisory Committee to develop a Strategic Plan to Reduce and Prevent Homelessness. This plan will direct the use of $5 million in ARPA funds allocated to homelessness.

To date Cloudburst and ACCGov have facilitated focus groups, conducted one-on-one interviews with service providers and individuals experiencing homelessness, conducted surveys, and reviewed available data on homelessness in Athens-Clarke County. Cloudburst is also drawing from data and public feedback gathered as part of the HOME-ARP planning process which took place in Winter 2022-2023.

Cloudburst has developed a draft set of solutions, enumerated in the 05.03.23 slide deck below, and will be working with the Advisory Committee to determine a priority list of solutions most likely to be effective and suited to implementation in Athens-Clarke County. The draft Strategic Plan to Reduce and Prevent Homelessness will be released in June 2023. Public comment and engagement opportunities will take place over the summer, followed by release of the final plan in Fall 2023.
