Strategic Plan to Reduce and Prevent Homelessness

Athens-Clarke County worked with the Cloudburst Group, a consultant, in conjunction with the ARPA Homelessness Advisory Committee to develop a Strategic Plan to Reduce and Prevent Homelessness. This plan will direct the use of $5 million in ARPA funds allocated to homelessness.

Cloudburst released a final draft plan in September 2023, which Mayor and Commission voted to approve on October 3, 2023. Staff has released a summary of public comment received between September 5 and September 27, including responses to frequently asked questions.

Strategic Plan to Reduce and Prevent Homelessness RFPs 

Based on recommended key strategies from the Strategic Plan to Reduce and Prevent Homelessness (SPRPH), the Athens-Clarke County Mayor and Commission approved $2.83 million in ARPA funding for activities that will help prevent and reduce homelessness in our county. 

ACCGov accepted proposals from organizations for the following initiatives:

  1. Homeless Supportive Services, to include: diversion and rapid exit, landlord focused initiatives, and partnerships for employment.
  2. Unsheltered Homeless Activities, to include: street outreach,  physical healthcare, and housing surge activities for encampments.
  3. Increasing Low-Barrier Shelter for Homeless, to include: new construction, acquisition/conversion to new shelter, or minor/major rehabilitation of existing units.
