Division Activities
The Community Development Division manages public facility and improvement projects, public service activities, and homeless and related programs. Public facility and improvement projects are public infrastructure and provide adequate and safe access to low to moderate income communities, especially in neighborhood revitalization areas. They also increase the residential and commercial desirability of low to moderate income areas by rehabilitating dilapidated commercial buildings and storefronts.
Priorities for funding public facility and improvements projects are based on the corresponding priorities in housing, economic development, and public services. The amount of Community Development Block Grant (CDBG) funds used for public services shall not exceed 15% of each grant as defined in 24 CFR 570.201(e)(1). Athens-Clarke County’s Consolidated Plan for Public Services strives to strengthen human resource capacity, expand access to human services, and ensure that services and programs are accessible to everyone. Public services are allocated under a Challenge Grant approach.
