Captain James Carter was born in Toccoa, Georgia in 1967. He is a graduate of Madison
County High School and Attended Piedmont College on an athletic scholarship. He is happily
married for 33 years and has one daughter. Carter spent most of his law enforcement career
with the Athens Clarke County Police Department while during his tenure he held many
positions within the department such as Patrol Lieutenant, Criminal Investigations Division,
Homeland Security Coordinator, Hit and Run Investigator, Patrol Sergeant, Motor Unit
Commander, Alcohol Compliance, Automated Traffic Enforcement/Records Unit, and Senior
Police Training Officer. He has completed all seven levels of Traffic Accident Reconstruction,
was a Citizens Police Academy Instructor, has written numerous contracts and assisted with
grants and budget issues for the department and has over 2500 hours in advanced training, is a
graduate of Columbus State University Command College Program as well as a graduate of the
IACP Leadership in Police Organization. Carter also proudly served as the department's UGA
Football Operations Coordinator. He started his law enforcement career in 1992 and in addition
to the Athens Clarke County Police Department he has worked for the Stone Mountain Park
Police Department as well as the Green County Sheriff's Office.
