HUD FY 2025 Continuum of Care (CoC) Program Competition

Athens-Clarke County, Georgia (CoC-503)

Good Afternoon,

Please see an announcement below regarding the Continuum of Care (CoC) Program Competition:

The US Department of Housing and Urban Development (HUD) has announced that $3.9 billion in grants for housing and services for the homeless are available for application through the FY25 Continuum of Care (CoC) Program Competition. On November 14, 2025 HUD released the FY25 Notice of Funding Opportunity (NOFO) for the CoC Competition. The Athens-Clarke County Housing and Community Development Department is the Collaborative Applicant responsible for completing and submitting the CoC’s annual application in partnership with the Athens-Clarke County Homeless Coalition (ACCHC). HCD and the ACCHC invite all eligible nonprofit organizations serving homeless individuals in Athens-Clarke County to apply for CoC funding.

Before contacting HCD and the ACCHC, please review the requirements in the following HUD Notice of Funding Opportunity (NOFO):

FY 2025 CoC HUD NOFO Publication

Please note that HCD and the CoCGB CoC Project Review Committee will prioritize renewal projects and DV bonus projects that demonstrate adequate performance metrics and capacity. Projects will be ranked and placed into Tier 1 or Tier 2 for HUD’s funding determination. Tier 1 is 30% of the ARD. To align with HUD priorities, projects will receive higher ratings if serving one of the following target populations: Chronically Homeless Individual or Family, Homeless Families, Homeless Youth (including households where no adult parent or guardian over the age of 24 is present), and Victims of Domestic Violence. Members of the ACCHC have identified these target populations as the most in need in Athens-Clarke County.

The CoC Project Review Committee will review all applications received and determine if each is eligible for funding. HCD staff and the CoC Project Review Committee will review and rank all project applications.

Applications are due Friday, December 12, 205 by 3 PM to the HCD dropbox (a full timeline can be found in the ACC 2025 NOFO and Timeline document).

HCD will notify all applicants no later than December 30, 2025 if their application will be included in the Athens-Clarke County CoC consolidated application to HUD.

New/Transition and Renewal applications can be found on the Athens-Clarke County Housing and Community Development Continuum of Care - Homelessness webpage.
